the generalization move is an attempt to induce a policy from the individual policies that are already in place. We perform a transformation which ought to generalize, because we have given ourselves a very good chance of abstracting away as much of the local information as possible. But, under different organizing principles of individuals, this policy-inducing machine might result in more or less appropriate collective policies.
The structure of the collective affects the structure of the collective intelligence, and this seems insufficiently abstracted.
Third point: complexity of organizing structure also increases at scale, and therefore this problem is nested: the well-fitted local induced policies must be fitted together in their turn, and loose coupling will result in systems complexity.
