In the trio of questions we can ask, this one is "what ought to be?" or "what events, were they to transpire, would universally be agreed to be somehow aberrant, and why? what ought to happen in those events?" or "what rules or values benefit everybody to implement?"

One can also attempt an account that tries to examine: "what rules or values are enforced by everyone? what is held to be true in this system by fiat?"
